The revolving restaurant called "The View Restaurant of New York" is wonderful and the view is breathtaking (especially at night).  Prices are $50 and up, and the food is steaks, seafood and chops.  The wine list is great (focusing on American wines, especially New York).

Try the mini Creme Bruele's and check out the chocolate fountain (very cool!)  Note that there is a $7 cover charge if you aren't staying at the Mariott hotel.  Very cool specialized napkins coordinate the room with the buildings as you see them.

Restaurant reservations 

The View Restaurant in New York  is often booked, especially over lunch or on weekend nights, so definitely get reservations as early as possible.  Pretty nuts on New Year's Eve, of course.  Note that no one greets you when you arrive in the hotel lobby, so don't wait in the long line if you have reservations.
